Implementation of Aadhaar Enabled Biometric Attendance System (AEBAS) in Ayurveda, Siddha, Unani, and Sowa-Rigpa Medical Colleges

The National Commission for Indian System of Medicine (NCISM) has taken a significant step in enhancing accountability and transparency by implementing the Aadhaar Enabled Biometric Attendance System (AEBAS) across all Ayurveda, Siddha, Unani, and Sowa-Rigpa Medical Colleges. Developed by the National Informatics Centre (NIC), an authorized agency of the Government of India, this system ensures accurate attendance tracking for teaching staff, non-teaching staff, hospital staff, and postgraduate students.

Objectives of AEBAS Implementation

The AEBAS initiative aims to:

  • Ensure precise and real-time attendance records.
  • Enhance institutional accountability.
  • Streamline attendance processes in accordance with the MESAR Ayurveda Regulations 2024, MESAR Siddha Regulations 2024, and MESAR Unani Regulations 2023.

Implementation Guidelines

Phase 1: Biometric Attendance Registration for Teaching Staff

As part of the first phase, all teaching staff in Ayurveda, Siddha, and Unani medical colleges must be registered in the AEBAS system. Key steps include:

  1. Installation of Devices:
    • Install STQC-certified AEBAS-compatible wall-mounted L-1 devices integrated with iris and face scanners.
    • Alternatively, use separate STQC-certified L-1 devices and an iris scanner available in the market.
    • Ensure that all devices are maintained properly and monitored under CCTV surveillance, which should clearly capture the face of the staff and the attendance recording device during attendance marking.
  2. Onboarding Process:
    • Visit the NCISM-AEBAS portal at https://central.ncismbas.ac.in and submit the onboarding request form after thoroughly reviewing the provided instructions.
    • Receive login credentials upon verification of the submitted request.
  3. Staff Enrollment:
    • Ensure the availability of all teaching staff during the enrollment process under the supervision of the Nodal Officer.
    • Enter accurate details of faculty members, including their name, mobile number (as per Aadhaar), Teacher Code, and designation.
    • Verify all inputs for accuracy before submission.
    • Link teaching staff to the Online Teacher Management System (OTMS) prior to enrollment. Unlinked staff must be linked to the system immediately for successful registration.
  4. Attendance Recording:
    • Following successful enrollment, all teaching staff must exclusively use the iris or face scanner of the AEBAS devices for attendance marking.

Compliance and Verification

Colleges must complete the installation and enrollment process by January 13, 2025. The implementation of AEBAS will be verified by visitors appointed by the Medical Assessment and Rating Board (MARB) for the Indian System of Medicine during academic session 2025-26 visitations.
