Major Relief: New NCISM Guidelines for Permanent Registration & NOC
Simplifying Inter-State Registration for BAMS, BUMS, Siddha & Sowa-Rigpa Graduates
In a significant move to reduce the administrative burden on medical graduates, the National Commission for Indian System of Medicine (NCISM) has issued new guidelines dated March 16, 2026. This directive specifically addresses the difficulties candidates faced while obtaining Permanent Registration in their native states after completing their studies elsewhere.
✅ Key Decisions from the 25th Commission Meeting
- Easy NOC Issuance: If you completed your UG in one state and hold a Provisional Registration (for internship), that state board must now issue an NOC based on that provisional certificate.
- Direct Permanent Registration: Candidates can now apply for Permanent Registration in any other state directly using this NOC.
- No Mandatory State-of-Study Registration: Obtaining Permanent Registration from the state where you studied is no longer mandatory if you do not intend to practice there.
- Uniform Fee Structure: State ISM Councils have the authority to prescribe a specific fee for this NOC process.
Why This Matters for Aspirants?
Earlier, many graduates were forced to first register in the state where they completed their BAMS/BUMS degree before they could transfer their registration to their home state. This caused unnecessary delays, double fees, and physical hardship. With this strict directive from Dr. Sushrut Kanaujia (President, BoER), all state boards are now required to comply immediately, ensuring a smooth transition for young doctors.
